The Lake Zoar Authority is a multi-town organization consisting of representatives from the four towns that border the lake - Monroe, Newtown, Oxford, and Southbury. The Lake Zoar Authority is tasked with the goals of improving water quality and promoting safe boating on the lake.

The regular meeting of the Lake Zoar Authority was held Tuesday, January 2, 2018, at 7:00 p.m. at the Southbury Town Hall, 501 Main Street, Southbury, CT 06488

 

Commissioners Present:

Gary Fillion, Chairman Bob Mouchantat, Treasurer Ed Kusinski, Secretary Gary Dennen Jerry Isleib Frank Cavallo Dick Speer Mark Saksa John A Downs Herbert Garber

Gary Fillion, Chairman, called the meeting to order at 7:00 pm. with all Commissioners present. Secretary’s Report: A motion to accept the minutes as read from the December 5, 2017 meeting was made by Bob Mouchantat, seconded by Herbert Garber; the motion was passed unanimously. Public Comments: Sandy Blanchard, Treasurer, Lake Housatonic Authority attended the meeting. He wanted to gain more knowledge on how the LZA deals with problematic weeds in regards to treatment and /or removal. He was informed the LZA will be happy to work with the LHA to assist them and offer any information that is available. Correspondence and News Clippings: The Candlewood Lake Authority minutes were circulated.

Treasurer’s Report:

Bob Mouchantat, Treasurer, presented account balances. Mr. Mouchantat stated the Fiscal 2018/2019 Annual Budget was distributed to the Towns along with the 2017 LZA annual financial statement. A motion to accept the Treasures Report was made by Dick Speer, seconded by Jerry Isleib; the motion was passed unanimously.

Marine Patrol Report:

None – there were no patrols during the past month. Publicity/ Public Awareness: Ed Kusinski reported that the “lakezoarauthority.org” website is now active again and will be updated regularly. He will look into making internet search results more prominent when searching for “Lake Zoar” and similar searches. Schedules, agendas and meeting minutes will be updated regularly as will useful public information regarding Lake Zoar. Mr. Kusinski noted all previous months’ paperwork has now been filed at the Monroe Town Clerk’s Office with all other records. Water Quality / Grants Report: Gary Fillion, Chairman, indicated that a buoy is still missing and is believed to be lost at this point. He said we are still waiting for the Annual Post Weed Treatment Report for 2017. A discussion took place which revealed people have been seen walking on the ice of the lake. It was agreed the changing water levels and varying flow rate of the water can cause some dangerous conditions not ordinarily found on other bodies of water. We will make an announcement on the website letting the public know that because of the varying water conditions the ice on Lake Zoar should never really be considered “safe” to walk on and is not advisable. Boats and Motors Report: None – Boats are stored for the winter Coast Guard Auxiliary Report: No report was available. Grants: Dick Speer mentioned the grant application for First Light will be submitted in March. Unfinished Business: None New Business Election of LZA Officers: Elections are done annually during the January meeting. Bob Mouchantat, Treasurer, made a motion nominating Ed Kusinski to be Vice Chairman. Gary Fillion, Chairman seconded the motion. There was no discussion or objections, the vote was passed unanimously. There were no volunteers to fill the Secretary position so Ed will remain as acting Secretary along with assuming the Vice Chairman position. Mark Saksa volunteered to head the “Lake Alert” project. Annual goals include compiling a list of lakeside residents email addresses. The purpose of the list would be to send a mass email with critical or emergency information to those residents living around the lake. John Downs also volunteered to work on the “Lake Alert” project and assist Mr. Saksa. Herbert Garber volunteered to work on publicity topics. Gary Dennen volunteered to assist on the Water Quality Committee. Adjournment A motion to adjourn was made by Herbert Garber, seconded by Jerry Isleib; the motion was passed unanimously.
