The regular meeting of the Lake Zoar Authority was held Tuesday, November, 6, 2018, at 7:00 p.m. at the Newtown Congregational Church, 14 West St, Newtown, CT 06470.
Commissioners Present: Gary Fillion, Chairman Bob Mouchantat, Treasurer Ed Kusinski, Vice Chairman Mark Saksa Bill May Dick Speer Herbert Garber John Downs Frank Cavallo
Absent: Gary Dennen, Jerry Isleib
Gary Fillion, Chairman, called the meeting to order at 7:02 pm. Secretary’s Report: A motion to accept the minutes as read from the September 4, 2018 meeting was made by Bill May, seconded by Dick Speer; the motion was passed unanimously.

Public Comments:
Two Southbury residents were present. Questions were asked about Leaps Of Faith Adaptive Skiers and whether or not they will be operating waterskiing clinics during 2019. The LZA is not affiliated with LOFAS and has no answer to the question at this point.
Correspondence and News Clippings:
A newspaper article discussing algae growth was circulated. The October 2018 Candlewood Lake Authority meeting minutes were distributed. The LZA was made aware via email of large amounts of foam on the water from the Shepaug Dam down to the Route 84 bridge. Commissioners also confirmed sightings of the foam. An inquiry will be made to First Light about the condition.
Treasurer’s Report:
Bob Mouchantat, Treasurer, presented account balances. A motion to accept the Treasurers Report was made by Ed Kusinski, seconded by Dick Speer; the motion was passed unanimously. Mr. Mouchantat reported the new computer and accounting software are operating correctly.
Marine Patrol Report:
There were no active patrols in October. Publicity/ Public Awareness: Bill May indicated a sample LZA website has been constructed. Content was requested so we can begin to place information on the site and format it accordingly. A meeting is to be set that will include Bill May, Ed Kusinski and Sgt. Dan Semosky to review possible site content, links, etc. Water Quality / Grants Report: Gary Fillion, Chairman, reported that we are still waiting on the Post Treatment Report for the August chemical weed treatment. Mr. Fillion reported he has contacted First Light multiple times regarding the warning sign still missing over the lake near the Shepaug Dam. Buoys have been removed and are in storage for the winter. One bouy was noted to be missing and a possible location was suggested. We will search the area during the fall draw down lake survey. Boats and Motors Report: The #1 Patrol Boat has been removed from the water, is winterized and placed in winter storage. The #2 Patrol Boat remains in service and will be used to survey the lake during the fall draw down. Plans are to have the #2 Patrol Boat winterized and in storage before December. Coast Guard Auxiliary Report: No report Grants: No report Communication/Alert System: No report Unfinished Business: New Business LZA Commissioner Gary Dennen announced his resignation via e mail to Chairman, Gary Fillion Bob Mouchantat, Treasurer, presented and reviewed the proposed fiscal year 2019/2020 LZA Budget. Voting for the budget will take place at the December meeting. Adjournment A motion to adjourn was made by John Downs, seconded by Herbert Garber; the motion was passed unanimously.
