The Lake Zoar Authority is a multi-town organization consisting of representatives from the four towns that border the lake - Monroe, Newtown, Oxford, and Southbury. The Lake Zoar Authority is tasked with the goals of improving water quality and promoting safe boating on the lake.

The regular meeting of the Lake Zoar Authority was held Tuesday, January 8, 2019, at 7:00 p.m. at the Southbury Town Hall, 501 Main Street, Southbury, CT 06488

Gary Fillion, Chairman, called the meeting to order at 7:05 pm.

 

Secretary’s Report:

A motion to accept the minutes as read from the December 4, 2018 meeting was made by Frank Cavallo, seconded by Dick Speer; the motion was passed unanimously.

 

Public Comments:

None

 

Correspondence and News Clippings:

The Candlewood Lake Authority minutes were circulated.

                               

Treasurer’s Report:

Bob Mouchantat, Treasurer, presented account balances. A motion to accept the Treasures Report was made by Ed Kusinski, seconded by Bill May; the motion was passed unanimously.

                                                                                                                                             

Marine Patrol Report:

None – there were no patrols during the past month.

 

Publicity/ Public Awareness:

Ed Kusinski and Bill May will work on providing content and layout design for the planned update to the LZA website.

 

Water Quality:

Gary Fillion, Chairman, indicated that a missing buoy has been located and retrieved. Commissioner Dick Speer will store the buoy until it is redeployed this coming spring.

 

First Light has indicated it will be assessing the lake in the proximity of the Shepaug Dam. A sign warning of restricted passage, supported by cable attached to trees, has been down for a good part of the year. First Light is looking at alternative methods to support the sign.

 

A draft of the First Light Shoreline Management Report was circulated.

 

Boats and Motors Report:

None – Boats are stored for the winter

 

Coast Guard Auxiliary Report:

No report was available.

 

Grants:

Dick Speer mentioned the grant application for First Light will be submitted in March. The LZA will request $15,000.00 this year, an increase of $5000.00 from last year, to supplement the cost of additional chemical weed treatments planning to be made in 2019/2020.

New Business

Jerry Isleib announced to Chairman Gary Fillion that his term as a LZA Commissioner for the Town of Monroe has expired. Mr. Isleib will not be seeking reappointment to the position.

 

Jeffrey Thomas has been officially appointed as a LZA Commissioner representing Southbury and was present at this evening’s meeting.

 

Election of LZA Officers: Elections are done annually during the January meeting.

 

Bob Mouchantat, Treasurer, made a motion nominating Gary Fillion continue as Chairman. Dick Speer seconded the motion. There was no discussion or objections, the vote passed unanimously.

 

Dick Speer made a motion nominating Bob Mouchantat continue as Treasurer, Bill May seconded the motion. There was no discussion or objections, the vote passed unanimously.

 

Bill May made a motion nominating Ed Kusinski to continue as Secretary, Frank Cavallo seconded the motion. There was no discussion or objections, the vote passed unanimously.

 

 

Adjournment

A motion to adjourn was made by Ed Kusinski, seconded by Bill May; the motion was passed unanimously. Gary Fillion, Chairman, adjourned the meeting at 7:44 pm
