The Lake Zoar Authority is a multi-town organization consisting of representatives from the four towns that border the lake - Monroe, Newtown, Oxford, and Southbury. The Lake Zoar Authority is tasked with the goals of improving water quality and promoting safe boating on the lake.

The regular meeting of the Lake Zoar Authority was held Tuesday, June 4, 2019, at 7:00 p.m. at the Monroe Town Hall, 7 Fan Hill Road, Monroe, CT  06468

Gary Fillion, Chairman, called the meeting to order at 7:03 pm.

 

Secretary’s Report:

A motion to accept the minutes as read from the May 7, 2019 meeting was made by Bill May, seconded by Herbert Garber; the motion was passed unanimously.

 

Public Comments:

Six public attendees were present. Concerns were voiced about the number of docks and boat slips in Eichler’s Cove.

 

Correspondence and News Clippings:

Treasurer’s Report:

Bob Mouchantat, Treasurer, presented account balances. A motion to accept the Treasures Report was made by Dick Speer, seconded by Frank Cavallo; the motion was passed unanimously.

                                                                                                                                             

Marine Patrol Report:

Patrols have found many boaters not displaying 2020 registration decals. Also many paddle craft operators did not have a pfd on board. All kayakers, canoers, paddleboarders and small boats are required to have a proper type and properly fitted pfd on board for each occupant.

 

Complaints about PWC and bass boats operating dangerously close to other vessels were also raised.

Water Quality:

Gary Fillion, Chairman, indicated First Light has replaced the warning sign restricting access below the Shepaug Dam. Several Commissioners noted the sign was difficult to read while on the water. First Light has been contacted and concerns were expressed about the sign placement.

 

Annual chemical weed treatment is planned for the third week in June but the actual date has not yet been provided.

 

One lake homeowner reported water chestnut growing next to their dock. Water chestnut is considered an invasive species and the LZA will be monitoring the potential issue closely. No other incidents have been noted.

 

Boats and Motors Report:

A single led strobe light was order for one of the boats. We will assess if it provides improved visibility during daylight hours.

 

Coast Guard Auxiliary Report:

No report was available.

 

Grants:

Gary Fillion, Chairman, confirmed a grant application for $15,000.00 was submitted to First Light.

A motion to adjourn was made by Herbert Garber, seconded by Dick Speer; the motion was passed unanimously. Gary Fillion, Chairman, adjourned the meeting at 7:52 pm
