FirstLight Power operates the Stevenson Dam hydroelectric plant and retains ownership of Lake Zoar. Any building or modification of structures along Lake Zoar must be approved through a permit process by FirstLight. FirstLight is also a caretaker of the lake, and removes debris in the water, but not on shore.
